THE WA PROGRESS PARTY
AIMS AND
OBJECTIVES
To promote the election of candidates to the Western
Australian Parliament Party to be
registered as THE WA PROGRESS PARTY (subject to Electoral Commission approval)
To establish a Political Party that represents the majority
of West Australians. To provide the People with reliable, cost effective
services, and to focus on Justice,
Health, Water supplies, Electrical power supplies, Education, Transport and
Housing, providing cheaper Electricity, no Water restrictions, improved
Education, free Metropolitan Public Transport, reduced Housing costs and
research alternative HealthCare,
Restore Western Power as the sole supplier of electricity to
the WA public to reduce prices. Western Power to be charged with establishing
Thorium Reactor Generation to reduce the reliance on Coal and Gas Generation,
with smaller generation units decentralised to reduce transmission losses.
Western Power to provide street lighting using LED Technologies and to replace
overhead power supplies with underground power. Cost of service to be inclusive
in electricity charges. Western Power to be responsible for providing power
recharge stations for electric vehicles

WATER
SUPPLIES AND DISTRIBUTION
To drought proof WA by constructing the canal / pipeline
from the Ord dam to Southern Cross, then pipelines to connect all the major
towns. This is the best way to alleviate climate change. Increase pipeline capacity from Southern
Cross to Northam to cater for Horticultural development. This will provide WA with a massive increase
in land area for horticulture production.
This also makes the Canal project very viable and provides virtually
unlimited water supplies to Perth. We
cannot wait until the next drought before we do the inevitable. This must happen.

POLICING
AND SECURITY
To increase the numbers of WA Police to the point where they
are proactive. To scrap Multinova speed
cameras, but maintain red light/speed cameras.
Scrap traffic infringement fines, only maintain demerit point loss. People who lose their driving license go
back on probation and are required to undertake Police supervised advanced
driving course, before it is reinstated.
To re-write the Laws so they are easily understood. To set minimum sentences for serious
offences, e.g. Assault, Rape, Murder,
Break and enter, driving whilst under suspension, etc. Prison Farms established for low risk
prisoners. New prisons to be constructed
away from Metropolitan areas. No
allowance for extenuating circumstances, e.g., drugs or alcohol or upbringing
or ethnic background. If you live here,
you abide by our Laws. Repeat offenders
double sentence time for each subsequent offence. Any plea of Insanity, automatic detention at
the Governors pleasure. Many West
Australians can remember back just thirty years ago, when you went to bed at
night with the doors and windows open. Now most people are prisoners in their
own homes. This has created a massive Private security industry, cost a
fortune, but has provided little benefit, except to the Companies involved.
Fear is the key to keep the ordinary honest citizen under control. This MUST
change. Parole Board to be
scrapped. All Police Officers to be
issued with personal Video Recording Devices which will be used in
evidence. Review Police wages and
conditions to reflect the onerous work involved and the disparity with wages
and conditions in the Public service.
Corporal Punishment to be included in the Justice System Penalties.

EDUCATION
Reform the Education system. Children only move to the next grade on
satisfactory completion of grade.
English and Health number 1 priority for beginners. Open learning programs for competent students. Annual State exams to assess readiness for
moving to next grade.
State to establish Special schools / boarding schools for
truants and disruptive students. All
children must receive an education.
Teacher training to be within the school system as paid employment.
Years 11 and 12 to be assigned as either Technical or
Academic. Technical will credit years 11 and 12 as the first two years of
Apprentice Training, on satisfactory completion.

PUBLIC
ASSETS AND SERVICE
State to register all Public assets where possible as Public
Companies, with all subscribers to be issued with one non
saleable/transferrable share, e.g. Western Power, Water Corp. This will stop
future Governments selling off Public assets.
All other Public services to be discharged by State employees. No Public Services to be managed by Private
Companies. Any Services awarded to
private companies to be revoked. Any
compensation agreements to be the responsibility of the persons who authorised
the agreements without a mandate from the Electors

REVENUE
To introduce a Five to Ten percent State GST to fund vehicle
registrations/3rd party insurance, public transport, Stamp duties,
Roads and Planning.

LOCAL
GOVERNMENT
Reform Local Government.
Scrap rating system. Payment for
services and cost of maintaining local amenities only. To amalgamate Metropolitan Councils to have
10 only. To utilise the fixed assets of
the disbanded Councils for the homeless, special schools and short term
accommodation. To have full time paid
Councillors to oversee the operation of Local Government.
State to take over road and planning services from Local
Government. Heritage listings to be
scrapped. Government to purchase properties
of Heritage value otherwise owners are free to do with their property as they
see fit

SHIPPING
INFRASTRUCTURE
New wharf to be built in Cockburn Sound. Then North Quay and
Victoria Quay closed to Freight shipping.
Heavy industry moved to Henderson/Wattleup industrial area from North
quay/Rous Head. Extend Roe Highway to
Rowley Road. Scrap Roe 8 and High Street
proposal as no longer required

DECENTRALISEATION
Scrap plans for Perth Foreshore Upgrade. Fremantle area upgrade rather than Perth to
reduce pressure on Road and Rail at Peak times. Extend passenger rail from
Fremantle to Rockingham by upgrading the current freight line to electric to
cater for Henderson Wattleup industrial area
(10)GOVERNMENT PAYROLL
Any Public Servant or private contractor receiving
Government funding found guilty of corruption or Lawbreaking involving their
public service to be excluded from any future Government funded positions.
(11)ELECTORAL COMMISSON REFORM
To provide the Electoral Commissioner the power to dismiss
any Elected Member of Parliament or Local Government, who blatantly lies to the
Electorate for the purpose of Electoral advantage. Elected Members of Parliament will not be
allowed to change affiliations during their term of Office. The Party represented by the Member will
appoint a replacement in the event of resignation of the Member for the current
term of the Parliament. Where an
Independent Member resigns, a by-election shall be held. The resigning Member who re-contests in the
by-election shall be required to meet the cost of the by-election. A By Election shall be held where a Member
resigns under investigation by Police or Parliament or Electoral Commissioner. Scrap compulsory voting for WA Elections.
(12)FREEDOM OF INFORMATION
To appoint a Commissioner for Freedom of Information. Commissioner to have final approval for the
release of information. Governments are
appointed by the People, for the people. There should be no ability to hide the
workings of Government or the Public Service, except for Police operations and
protection of the individual rights.
Commissioner to have access to individual’s information held by Private
Companies. Goal terms to apply for
non-compliance with Commission requests.
(13)DISCRIMINATION
To wind back Political Correctness and Discrimination
Laws. To allow Parents to punish their
children when necessary, within reason.
Children must learn that they have responsibilities as well as rights.
All new Citizens to pledge to abide by Western Australian Laws and accept these
as overriding Religious or Cultural Laws and traditions
(14)MINING ROYALTIES
To charge mining Royalties’ as a percentage of market
prices. Royalties are a State right,
not a Federal right. State to oppose
the proposed Federal mining tax and increase the State Royalty by the
equivalent amount. This will fund much
of the Infrastructure projects for WA, including the Wharf, Canal and
associated works, creating long term business and employment opportunities.
(15)PUBLIC HEALTH
Public Health Facilities to include Alternative and
Complimentary Modalities. Emphasis on
Prevention rather than Cure. Dental
Treatment to be included in the Public System. Medically Invasive Operations should be a
last resort, as should pharmaceutical prescriptions. Training of Nurse and Medical staff to be
carried out within the Public Hospital system as paid employees. Increase research into Alternative
Therapies.
